For very old Japanese games (early 2000s), the DirectX 9 Effects Framework call may be incompatible with modern GPU drivers. Install using VirtualBox or VMware, then run the game inside the VM.

If the DirectX installer doesn't do the trick, the game itself might have a corrupted installation. Uninstall the game. Restart your computer.

Temporarily disable real-time protection, then reinstall the game or DirectX 9 redistributable. Remember to re-enable your antivirus and add the game folder to the exclusion list.
