The Wii U's encryption keys are proprietary property of Nintendo. They are technically copyrighted code/data. If the developers of Cemu were to include these keys in their emulator software, they would be distributing copyrighted material. This would open them up to massive lawsuits from Nintendo’s legal team—similar to what happened to the creators of Yuzu recently. Cemu Keys.txt
